Founded in 1971 the Conference Of Minority Transportation Officials (COMTO) was created to provide a forum for senior level minority professionals in the transportation industry.

Executive Leadership

Carmen Garcia accepted the position of Director, Outreach Programs for Dallas Area Rapid Transit (DART), July 14, 2008. Recently promoted to Assistant Vice President, Diversity (February 2017).In her role, García oversees DART”s Outreach Programs by directing, coordinating and administering the agency’s minority outreach program as it relates to minority contracts and D/MWBE vendors. She maintains programs relative to the needs of the community. She develops and maintains external strategic partnerships and serves as a liaison to major chambers representing minorities, women and other groups whose goals include the development of economic opportunities for minorities and women.

Prior to joining DART, Carmen spent seven years with the State Fair of Texas as the director of community affairs in which she had the responsibility of the Fair’s Speakers Bureau and special events. Additionally, she is active in a broad spectrum of groups by serving on committees and participating in organizational projects.

RECENT NEWS & EVENTS

April

Scholarship Golf Tournament was held in Dallas at the Golf Course and thanks to our sponsors, we awarded $6500 in scholarships to five outstanding students in the Dallas/Fort Area. Visit our Scholarship page and read more about this year’s scholars.

May and June

Collaborated with the Regional Hispanic Contractors to support TX-Department of Transportation’s project across the state of Texas.  We hosted the Dallas event which attracted over 200 attendees.  The Houston COMTO chapter attracted 150 attendees as well.

July

The North Texas Chapter leadership and members attended COMTO’s National Meeting and Training Conference in Detroit, July 16-18, 2017.  Its theme, “Smart Transportation: The New Frontier” was appropriate as the Detroit Host Chapter gathered some 700 attendees this year.
